1.A person who uses drugs other than weed and isn’t addicted (those are drugs addicts) 

2.Having a different perspective/mentality than the common people; They don’t give a fuck about the system or aren’t too scared to break the rules and believe it or not…they have morals too. 

i.e. - Druggies can have fun without drugs but prefer to take them not only because it makes everything more amusing and enhances everything, but most importantly its one’s own personal decision; so they can if they want too.
